GetLatestDSBlock

Whilst this API is implemented in this version of Zilliqa 2.0, the implementation is not yet complete. Use with caution!

This API is deprecated in ZQ2. It now returns a placeholder value for backwards compatibility.

Returns the details of the most recent Directory Service block.
